Electronic Filing For Candidates and Committees

Forms available to be filed electronically include the Sworn Statements (Forms A-1 and A-2), Certifications of Organization and Designation of Treasurer and Depository (Forms D-1, D-2 and DX), Supplemental Contributor Information (Form C-1) and 48-Hour Notices for both receipts and expenditures (Forms C-1 and E-1).

At the present time, the E-Filing (Short Forms) are not compatible with browsers other than Microsoft Internet Explorer (IE). Prerequisites

A registration number and PIN are required.

The Filing Process

For best results and minimum errors, use the TAB key to navigate from field to field.
If filing multiple forms, wait for a confirmation number for each before opening the next form.
When submitting a form electronically, have only one browser window or tab opened.
Please be patient as the loading process continues. Loading time may vary according to your network bandwidth speed.
All of the required fields need to be completed.
After you have completed the form, click the “File with ELEC” button. Be sure to turn off any pop-up blocker programs or hold down the CTRL key when you click on "File with ELEC".
If successfully filed, a PDF document will be opened in a separate window or tab; SAVE AND PRINT TWO COPIES OF THE PDF DOCUMENT (ONE FOR YOUR RECORDS AND ONE FOR FILING WITH THE COUNTY CLERK).
A receipt will be generated upon successful filing; print a copy and save with your records.

To File Manually

If you wish to fill in the form, print it, and file the form manually with the Commission, follow these steps:

All of the required fields on the form need to be completed.
After you have completed the form, click the Generate PDF button.
If successfully completed, a PDF document will be opened in a separate window or tab; SAVE AND PRINT THE FORM. AFTER SIGNING THE FORM, an original and two copies must be filed with the Commission. Additionally, a copy must be filed with the County Clerk and a copy kept for your records.

STOP - YOU MUST HAVE A VALID REGISTRATION NUMBER AND PIN FOR EVERY PERSON WHO IS RESPONSIBLE FOR SIGNING A CAMPAIGN FINANCE REPORT BEFORE FILING ELECTRONICALLY - THIS INCLUDES THE CANDIDATE, TREASURER, DEPUTY TREASURER AND POSSIBLY CHAIRPERSON.

Electronic Filing is unavailable between 2:30-3:30 am for
routine overnight maintenance.
