Send to ELEC - Filing Form P-1
 

Enter the candidate and treasurer registration numbers and PINs. This information is required to encrypt submission information onto the CD for filing. Select the treasurer name. Select “P1 Submission.” The submission number that you selected on the Submission Information Screen at the start of your GEFS session will appear.

Submission 1 ONLY - Schedule 6, Expenditure Threshold Documentation: As part of Submission 1 only, the campaign must document that expenditures of at least $260,000 have been made, or committed to be made, in the 2001 general election. Schedule 6, Expenditure Threshold Documentation, must therefore be submitted as part of Submission 1. Schedule 6 is generated from expenditure information that you have entered into GEFS using Expenditure Schedules 6 through 12. To generate Form P-1, Schedule 6, insert a date range that will include campaign expenditures of at least $260,000 that have been entered into GEFS. GEFS will electronically create Schedule 6 for filing. NOTE: As part of Submission 1, you must also include paper copies of checks, receipted bills, contracts, or the like, relevant to the expenditures on Schedule 6, sufficient to prove the expenditure or commitment to expend at least $260,000 no later than the date of the 2001 general election.

All Submissions after Submission 1 - Schedule 5, Report of Disbursements from Public Fund Account: Each submission after Submission 1 must include Schedule 5 to report all expenditures that have been made from the public funds account since the last submission was filed. The submission number that you selected on the Submission Information Screen at the start of your GEFS session will appear on the Send to ELEC screen.

Schedule 5 is generated from expenditure information that you have entered into GEFS using Schedule 5, Expenditures of Public Funds. To generate Form P-1, Schedule 5, insert a date range that will include all public fund expenditures since the last submission was filed. GEFS will automatically generate Schedule 5 for the submission. NOTE: With each submission after Submission 1, you must also include paper copies of payee certifications for public funds expenditures pursuant to N.J.A.C. 19:25-15.20(c).

Preview a Submission: Select “Send to ELEC Preview” to view on screen the current submission as it will be written onto a CD by GEFS. MAKE ANY CORRECTIONS TO SUBMISSION DATA BEFORE PROCEEDING FURTHER.

Print: Select “Print to Local Printer” to generate a paper copy of the entire submission for your records. This may be done when selecting the “Send to ELEC Preview” and/or when writing the information to the CD.

Write Information to CD: GEFS will create two CDs for each submission, one for campaign records and an encrypted CD for secure filing with ELEC. You must use CDs supplied by ELEC.

Candidate CD: Insert the CD marked “Candidate Copy” into the CD writer. Be sure that no check mark appears on the screen in the “Send to ELEC Preview” box. Click on “SEND.” GEFS will write the submission information to the “Candidate Copy” CD. Insert the candidate’s name, submission number and submission date on the label. Keep this CD for your records.

CD for ELEC Filing: Insert the CD for filing with ELEC into the CD writer. Be sure that no check mark appears in the “Send to ELEC Preview” box. Click on “SEND.” GEFS will write the submission information to the CD for filing with ELEC. The label of this CD requires certification by the Candidate and Treasurer and insertion of the candidate’s name, submission number, and submission date. The candidate and treasurer must complete the certifications on the label and insert the submission number and date. This CD will not be accepted for filing unless the certifications are completed.

A pop-up box will appear indicating that the “Send to ELEC” is completed.

Complete a separate certification for each submission. On Submission 1 ONLY, complete Paragraph h. The decision to disclose or not to disclose contributions of $400 or less will apply to all contribution information in the 2001 general election.

At “A,” insert the total of contributions contained in the current submission on each schedule (1 through 4). At “B,” provide the total dollar amount of resubmitted contributions or corrected items. Resubmitted contributions are discussed below.

Resubmitted Contributions (NOT filed electronically): The Commission may reject in whole or in part contributions submitted for match because, among other reasons, insufficient documentation has been provided (including lack of a signature, a signature not agreeing with the name printed on a check, an unreadable signature, or incomplete name, address, or date of contribution); occupation and employer information is missing; a contribution came from a bank, public utility, insurance company, cable television corporation, foreign national, or casino; or insufficient documentation has been provided for contributions from business entities to determine if the contributor is a corporation or an individual.

After the Commission completes its review of a submission, it will provide the candidate with a rejection letter concerning each rejected contribution. The letter will include the submission number, the deposit number, the item number, the contributor’s name and the reason(s) the contribution was rejected.

A candidate and the candidate’s treasurer may resubmit a rejected contribution for match by obtaining the necessary information and making the corrections on one paper copy of the rejection letter, signing and dating that corrected copy, and returning two copies as part of a future submission on any regular submission date as an amendment to the earlier submission. If a submission contains resubmitted items, complete “B” on the Certification page with the total dollar amount of resubmitted contributions or corrected items in this submission. Corrections to contributions will not be accepted at any time other than on a regular submission date, except in the case of documentation proving that the campaign has refunded the amount in excess of the contribution limit to any contributor whom the Commission has identified as a contributor of more than the contribution limit. Such corrections must be submitted immediately upon request by the Commission. No further public matching funds will be awarded to a candidate by the Commission until questions concerning contributions in excess of the contribution limit are resolved.

To File the Submission with ELEC: For each submission, the following must be filed and delivered to ELEC no later than NOON on the submission date:

  1. The certified submission CD;
  2. The completed Certification page (including page 2 if there are resubmitted items);
  3. Copies of checks and other documents to establish that $260,000 has been spent in the 2001 general election (Submission 1 only);
  4. A payee certification for each public fund expenditure (see N.J.A.C. 19:25-15.20);
  5. A rejection letter and copy with additional contribution information for each contribution being resubmitted for match

Disaster Recovery

If the CD write process fails for any reason, you cannot abort and continue. Changes will have occurred to the database and any new CD write will not allow you to include all of the necessary information needed for a Submission.
